I'm wondering if the macros are fine or not but here's what I put in my smoothie:
One banana
40g oats
16fl oz. milk
3 scoops syntha6 protein
10g creatine
It adds up to 1,000 calories with 98g carbs and 105g protein.
I'm 160 pounds 10% body fat and my goal is to slow bulk.
Is drinking half of this pre workout and the other half post workout fine?

Without knowing anything about the rest of your diet it's impossible to say. As others have noted, it's twice as much creatine as you need. And given that at your weight when bulking you only need about 130g protein a day, it looks like a pointless amount of protein for one meal. Personally it doesn't sound great taste wise either.
