So I would like to get a rackable hex bar (for farmers walks, overhead press, and deadlifts) and have child number two on the way so cash is limited. I have a student who is a welding savant, he welded pieces for a giant catapult and they looked proffesional and , as he has access to his uncles metal shop and that is his summer job every year.

That material should work, but I'm not sure about your amounts. You might want to change out the 1-1/4" DOM steel tube for 1" sch 40 pipe (1.315" O.D.), as it seems to be a lot cheaper, at least by me. Good luck, and post up, when done.
