Been making gains. 161 in this pic. lost some fat with cardio. been counting and eating the right amount of calories, carbs and protein. I know I need to work on arms. Any suggestion or feedback?

From 1 pic it looks like you need to work on everything no just arms as you mentioned.
At your age you should be concentrating on the big movements, squats, deadlifts, pullups/chinups, bench press etc, with right diet and some dedication you should grow quite quickly...

would not worry too much about cardio.
do major lifts.
once you get your pull up bar i would stop direct arm work.
just don't stop295/425/475
