Why are Teslas so cheap now?

I see where Hertz is selling 1-2 year old model 3s for about $25k. I see where you can get a brand new model Y for $37k with 0.99% financing. Has the bottom fallen out of the electric car market? Or has other brands offering electric now made Teslas just another car now?
