Trump can certainly liquidate assets and come up with the 400 mill. But what is his tax liability by doing that? He will likely lose another 30-40% in taxation just by accessing that money.

I don't agree with you. If you are worth 2 billion you aren't gonna have a quarter of your assets liquid. and real estate people are probably less liquid than most (I work with developers all day every day). for a real estate guy you'd probably have to sell some properties.
but the fact we're even debating this because some website wrote an article based on something Cohen said is probably sillie anyway (pun intended)
