I don't imagine working out in a burka is particularly safe - do you mean the hijab, like the Iranian football (soccer) team wear. There are women in my gym wearing those.
I work out in a gym in London which is really multicultural and there is no regulations on what you wear. There are women only gyms which I know is very popular with women who do cover up but other than that I haven't seen regulations in any gym. I wonder if it is just to stop people from being self conscious and people not turning up in only their sports bra and pants or guys walking around with a hard on lie out friend

I find this to be frequently true as well. Sometimes it doesn't matter what you're wearing, some people always glance or worse, stare and ogle at you. Usually they're the creeps though; in general, most of the people obey proper gym "etiquette". If they happen to look at you, it's almost always in a 'passing glance' kind of way where they'll give you a quick nod and get back to their workout or whatever they were doing prior.
I'm also wondering if this involves those women who purposefully dress up in a certain way, to elicit stares and/or attention from (usually) the men? I guess I've come across some women who'll "dress up" for the gym; not even talking about things like, dressing decently, wearing your hair well or coming in with a fresher looking face. I'm talking about those who view the gym as more of a background to their instagram pictures rather than a place to workout. Some (women and men) definitely crave the attention especially from the opposite sex. Guess it fuels their ego or something. Most others though, are simply there to mind their own business and get their exercise on (despite wearing clothes that may be fairly revealing).
Tl;dr: There's definitely a difference b/w glancing briefly at someone, and making them visibly uncomfortable by ogling them hard.

Actually I never felt there was anything wrong with people complaining. I just find it funny...those that think they are above it only to be doing the EXACT same thing.
