I'm not a cyclist so speaking as a driver they are a PITA for me on the road. They will make the argument it's safer riding two abreast like that on a highway since they're more visible however there's a petition to put an end to that.
The problem is drivers have to maintain a 1m gap <60 km/h and 1.5m on roads @ 60+. Two abreast up to 1.5m apart (assuming they're abiding by their own rules) on a highway plus 1.5m for the driver is 3m. That's around the width of a lane and probably less on some roads out in the sticks. Unless the first rider is right on the line they'll be taking up at least 2m of a 3m lane. Assuming the cyclists are only 1.5m apart the safe gap for passing is now half a metre into the oncoming lane.
It doesn't take a genius to realize a vehicle that is 2m plus wide is now close to the right edge of oncoming lane on a two lane road to maintain a safe gap. Most people barreling 100+ down a highway aren't going to accurately judge 1.5m which means they're probably drifting into the shoulder of the oncoming lane or even the gravel to "safely" make a pass on a two lane road.
