Technically its like 7 over. No cop would/should have the audacity to pull over for under 7. In real life its around 10-15 over and traffic flow elements.

completely dependent on police officer. i've driven past police cars going 20 over but since everyone pretty much does in on the motorways here in the UK they don'tt really care.
and then i've had friends pulled over for going like 5 over on empty roads at night. some offiers just wanna ruin peoples days.fictional account.
closer to the lung.

In Ohio on major interstates it seems to be 10 mph roughly. I drive 70 on a 60 mph interstate during my work commute and I've never got a second look. On smaller roads again in my experience it's 5-10 mph, but even being pulled over going 65 in a 55 I've only ever got warnings. Usually unless you're driving really fast or reckless they've let me off. I've never had a speeding ticket and I speed every day and drive 50 miles each way to work, used to drive 75 miles each way.

Heavily location dependent, but around here about 5 over in slower areas and 10 over on the highway is usually ok.
