As my my goal is to lose fat so at first i begin with 2100 calories for 1 week and my weight does not changes so i think that's my maintenance calories so then 1 reduce it to 1700 calories to lose fat and after 2 weeks my weight is same it does not change and their is no visual change also i look same and my strength in gym is also same. i cannot understand what i am doing wrong. so should i reduce my calories even more as i read somewhere that one should not lower his calories below 1600.

You need more muscle.
Don't be afraid to eat big and lift big for a couple months.
At 5'10 155 there cant be much left to cut.
If you do decide to continue cutting I wouldn't suggest going lower than 1700 calories. If your not losing weight, pay closer attention to how much food your actually consuming.
