Normally, it's handled respectfully, but I guess in the case that was heard the Police didn't think it was right. However, the judge ruled in favor of free speech.

In this case, the flag was trampled on, which means it was being desecrated. Desecrating the flag is against the law, although it carries no penalties. To the best of my knowledge the law is still on the books despite the Supreme Court decision.
