For the sake of the story. The same reasons why they never made Iceman touch a body of water to freeze the entire planet to go into the next Ice Age, etc.
Or Jubilee, like Jean Grey pre-Phoenix, sort of has a psychological block on her powers - she can detonate matter at a sub-atomic level, which is the same as a fusion bomb. In "Acts of Vengeance" she blew up a house and from that moment on she feared ever killing anyone if her powers flared up again, so she probably is psychologically blocking her own powers. Her "fireworks" actually have unlimited potential as we know it, but in the Age of Apocalypse canon she used her powers pretty openly"I'd be dead,'' she said. ''He going to be my best friend for the rest of my life.''
