Cut or Bulk? Not satisfied with size. PICS in

Im currently sitting at 186-189lbs. Im not satisfied with my size but I think I have a lot of body fat to lose. Any estimations of my percentage? Im kind of frustrated wether to cut or bulk. If I cut I will look even skinnier. Age 27 Height 5ft10

Exclamation I am losing weight easily, idk how and why can you guys help me solve my problem?

140 lbs 17% bf
