Hi, I'm one of those people that tends to gain fat pretty easily. I'm at about 12-13% BF now and I was wondering if doing cardio is necessary while bulking, and if it is, then how much cardio are we talkin?

IMO a couple of sessions a week when bulking is a great addition.
Keep your heart ticking along and help endurance.
