Unhappy Chest fat or gyno ?

I am an average sized person, neither fat nor lean. However my chest seems more loose and saggy compared to any other body part. I have uploaded my chest pictures. Can anyone who is expert in this field tell me if I have chest fat or gyno. Whether this type of chest condition can be fixed by exercising. I do not want to go for surgery if this issue can be fixed by exercising and loosing fat.

No one on a internet forum can provide such a diagnosis just from looking at a couple of pics. See a doctor and get examined in person.
