I lived in Europe for 6 months and I'd say the 80/20 proportion is about the same. If you're good with girls in the US, you'll do fine there and vice versa. The bias comes since if you're an attractive tourist you'll get a lot of action on the basis of being exotic. The primary difference I'd say is culturally Europeans tend to have more isolated demographics which basically means your screwed in Eastern Europe as a minority or even without blue eyes while you still have a chance in the US.

I bet atleast 75% of the cases here are because you haven't created the right conditions. You need to put yourself out there. Book a holiday with some friends, make some gainz groom yourself well get a tan going and boom, if you make a minimal effort to approach some girls on your holiday you will most likely get laid (I personally find it 5x easier to get laid on vacation, I'm more outgoing and happy and girls are more outgoing/yolomode as well).
