    Theyre illegal because of racist legislation in the last century , but for practical reasons the wod keeps police and federal departments funded, keeps prisons full and gives police leverage over suspects. The NSA and patriot act is used largely for catching drug dealers, federal spending on the "war on terror" blurs over into the wod, trampling our civil liberties.
