    This.

Get on a proven program and eat at a moderate caloric surplus for a while. After you've put on some size you can cut down and get lean without looking anorexic.

How do you expect to lose body fat and not end up weighing less?
    No brain, no gain.

"The fitness and nutrition world is a breeding ground for obsessive-compulsive behavior. The irony is that many of the things people worry about have no impact on results either way, and therefore aren't worth an ounce of concern."--Alan Aragon

^^^ What pug said. I'm not really sure how at those stats you're still at 12.2 % BF - it would seem to me be significantly lower. And for sure bulking would be the way to go. Good luck.

It is possible. If he eats at maintenance, he will gain muscle & lose fat at the same time. That would be very slow, if he weren't a noob (noob gains). Still very slow, but it is possible.

    However, you should bulk.
