how many pounds of muscle can the average person put on a week/month, while properly bulking?

I am an ectomorph, skinny-fat, and been training for only several months. Over the course of my 3-4 months bulk, I was able to gain 20 pounds with a clean 10-15% surplus diet. I did gain a good amount of fat though.
I learned in my exercise biology class that experienced trainers hypertrophy rate is about 0.1% per week.

A pound of muscle in a month is about as good as your going to get if you work hard.
