I had 2 different body fat test done, at they both came up at 7.5% body fat. My abs aren't showing how I would expect them to be, what would prevent this from happening?

I looked at the most recent pictures on your bodyspace and my assessment is still the same: 15% on the low end or, more realistically, higher than that. I don't mean to insult your instructor, but if he is honestly telling you that you're 7.5% then he is wrong. Like someone said already, if you nail down a good calorie deficit, you could be down around 10% in 12 weeks.

I had it redone and it came to 9.1, and my avi is a pic from 2 weeks ago(when I was the 9.1). Im losing fat everywhere but my abs so Im guessing genetics will play a huge role in this. Everything is coming along nicely now, bumped up cardio and killing it on my diet. May need to lower my sodium intake a little, it seems like Im holding a lot of water.
