You can say all you want about the soviet union, etc, but never were citizens acting like complete lunatics going into theatres, kindergardens, etc and shooting people up.

Sure there were terrorist like the Chechnens or other terrorist but that is nothing like the average citizen going into public places and just shooting everyone up with ease.
