whenever you can get your workout it without being rushed! But people will tell you all kinds of stuff about when test levels peak and all of this and that. Workout when you can, I don't lift as well in the early morning, I prefer to lift at least 3 hours after i wake up. Could be different for you, just do it when you like and be consistent.

Depends on how you feel. I personally like to work out in the morning hitting afternoon (11am-2pm) around that time range I like to hit the gym up. But like I said it really depends on your schedule and how its works out for you and get the results your looking for.
