bruh in your code you are using the sums as accumulators, remember that when you declare a variable they start with a random number, since you didnt set them to 0 you are getting garbage because
sum+=row is the same as sum=sum + row, do this while declaring your variables

int sumR=0;
int sumC=0;
int sumD=0;
int sumD2=0;

sorted the addition of rows/columns/diagonals.
now I need to work on a validation algorithim, to determine whether magic or not

you need to get the print and sumD=0 etc out of the loop, for validation you can first compare the diagonals, and then compare the sum of each row and column with the sum of one diagonal

for example
if(sumD1!=sumD2)
not magic

if(sumR!=sumD1)
notmagic

if(sumC!=sumD1)
notmagic

otherwise it is a magic square
