At 13 I dunno if I would be doing a split. I would circuit train to get your strength going before really hitting weights hard. Hitting weights to hard at an early age could affect your growth plates. I would suggest circuit training just to get your overall strength up and in like a year or two, start doing more intense workouts with a split.

It's really upto you. Keep in mind that a fullbody program can work just as well as a split if not better, if you construct it well.

IMO, it depends on what experience you gained in the year you lifted "on and off".
If you have a good grasp of the exercises and the proper form, then a split would probably be a good idea, provided you lifted regularly.
If you still lift only now and then, I would stick with the full body routine.

depends on your goal, and disponibility:
-how many days a week you can workout?
-do you want to build muscle or lose fat/tone?

I would recommend taking the circuit training approach. It is still too early to really start hitting heavy weights. The circuit training will keep you lean and make you stronger. Just take it easy. Don't try to do too much too soon.

It's where you do one exercise then move straight onto another usually on a different piece of equipment.
