The issue is that the GOP got their marching orders from Trump to tank the bill, and the conservative eco-system is going to spin it as much as possible to make it look bad.

Biden is claiming the blame falls on Trump because he is pushing republicans to vote against the border bill as passing border legislation would hurt his opportunity to campaign on border issues. Senate Republicans demanded that President Biden's national security funding package for Ukraine be tied to policy changes to address the crisis at the southwest border. But now that negotiations have come up with a Republican heavy bipartisan plan to reduce the surge of migrants at the border, they won’t support it. With an agreement in sight after four months of negotiations, many in the GOP now say that Congress doesn’t need to pass new legislation and that Biden ought to simply take executive action to fix it. Which is what they are counting on Trump to do, if elected, by implementing the majority of HR2 via executive orders and dare the courts and/or congress from stopping him. Legislation only matters when rule of law matters and rule of law doesn't matter for Trump.

Trump’s own appeal to stay on Colorado’s ballot doesn’t even defend his actions regarding Jan. 6, which voters suing him say amounted to insurrection and disqualifies him from the presidency. It argues the Constitution’s insurrection clause doesn’t apply to former presidents.
