Hello again. I'm not big muscular guy but I want weight 176.now I'm 172lb.
My question is should I be cutting or bulking first? I started to eat 2770kcal to bulking since yesterday but I want to know if that was a good choice.
Age: 27
Weight: 172
BF= ~16%
Height: 5. 8ft
Exercise: 4 days a week weightlift /2 days hiit+liss/1 day liss only
Kcal: 2770=346 carbs +173 protein + 77 fat

Looks like you've already got a good amount of muscle. I'd go with a cut now. You'll look better and your bulking results will likely be better if you start at ~12%.
