Unfortunately, I figured the school wouldn't want to change him based on the email. They want people to be exposed to students that are different than themselves so they try to match people up like this.
I had to live with a neckbeard for an entire year during college and it was pretty terrible. I basically spent the whole time in my other friends' rooms whenever possible and only going back to my place to change or sleep. I remember one time I came back to the room and he had a girl in his bed and they were laying on opposite sides (head to feet). They slept like that the entire night in full clothes haha. I kind of felt bad because she was using him as a shoulder to cry on while she went after the guys that she really liked. It was the worst case of the friend zone I've ever seen but he was turbo beta so he went right along with it and showered her with gifts / attention.

My friend was an RA in college so I got to hear tons of stories about roommate problems and chit like that and he said at our school they mainly just cared about the sleeping schedule part. They didn't want to room someone who's normally in bed by 10 pm with someone who likes to be up until 4 every night. Other than that, he said they couldn't care less about their interests or anything like that.

THIS OP. Your brother needs to respond to the email (or better go in person) and completely agree with the email contents. He should say "I completely agree, I do not discriminate or want a room change on the basis of his political ideology, or if he is bisexual. However, I am uncomfortable rooming with someone that is a woman." It will come across strange at first, but your bro needs to put it that he would not be placed in a room with a female normally, so he should not be placed in a room with someone who identifies as female. It will make him uncomfortable. Say he wants to room with someone who is a male, because he is worried about living with opposite genders being confusing, even ATTRACTION or whatever other bull**** he can come up with.
Basically, they won't stick him in a room with some hbb down the hall... they'll put two girls together, and two guys together, but never a guy and a girl. So they shouldn't stick him in a room with someone who is a girl.

Wow why would you tell your brother to forward the email. You should know better. Schools are crazy liberal and nothing in that email would warrant a room change to them. Now someone is probably assuming your brother is homophobic. Words could spread you know.

Basically use this, but not like he said. The guy doesn't identify as a girl so you can't accuse him of being one. The argument is simply that your brother is uncomfortable with a roommate who is not male and it would be a blatant deviation from university policy to room a male individual with a non-male (unless they're one of the ones with unisex dorms, but even then he'd have to be living in one of those for this to be remotely successfully. If you don't win the roommate transfer request, at least you can win the impending lawsuit that will follow.

Inb4 he isn't a neckbeard and just happens to be skilled as **** and makes you look like **** infront of ppl.
