then are there any high volume powerlifting programs that involve squatting and deadlifting at the same time?

If you deadlift with any kind of intensity whilst running a high volume high intensity squat program you are going to get injured very quickly
If you run a program like smolov then you shouldn't deadlift at all in my opinion. At the end of it your squat and deadlift (without deadlifting at all) will probably both be higher.419/320/550 @ 165.
