I'm a 19 year old football player and I'm coming off a shoulder injury. I need to gain mass and strength as quickly as possible. Im open to steroid use, however it would need to be as safe as possible. If anybody has a supplement regiment and/or stack that they would recommend that'd be great!

First of all we cannot talk about those things on here
If you are 19 then why do you have 21 labeled as your age?
If you want to get big you need to eat big to get big period. You need more food
Granola, Trail mix, beef, whole eggs, whole milk, pasta, olive oil, peanut butter, banana's, bagels, cereal's
load up and get yourself into a caloric surplus

I would highly recommend to NOT use any kind of steroids, especially at your age. There are many issues and concerns that could develop. To gain any kind of mass, you will need to be in a caloric surplus; meaning that you will need to eat more calories than your body uses to maintain it's current weight. You'll gain strength alongside your caloric surplus. Here are some helpful threads to get you on your way!
Good luck!

If you want to gain you simply have to consume more calories than you burn. Adding a mass gainer shake can help. You could use 1-2 scoops of protein, berries, other fruits, peanut/almond butter, yogurt, ice cream, oats, etc. Peanut butter n jelly sandwiches are great as well.

As Bob mentioned a mass-gainer is NOT needed, but it can be a convenience if you have trouble consuming all your calories VIA whole foods. The only way to kno if you need is so calculate your TDEE/caloric intake.
Caloric surplus = gains
if you need the convenience of a powder -> Nutrabolics MASSFUSION, BB.com Ultimate Mass, Iforce Gainer, MT Mass-Tech
OR..
MAKE YOUR OWN:
Ingredients
2scoops Whey
2 cups whole milk
1 cup dry oats
1 banana
1-2 tbsp natural peanut butter (or any nut butter)
2-3 cups ice
easily adjust macros on your own gainerhttp://bodyspace.bodybuilding.com/photos/view-user-photos/158620
