"Fastest" and "recommended" are two different concepts. For "fastest" a cal deficit of -3500/dy would be very very speedy (and quite unhealthy). For "recommended", your best info will be in the nutrition forum: http://forum.bodybuilding.com/forumdisplay.php?f=13

Unfortunately, there is no way to lose body fat in the area of your choosing. All you can do to lose fat is use proper nutrition and through eating less calories than you are using throughout the day. If you have an iphone, try out the myfitnesspal app. It's a great way to track calories, count your macros, and it can even recommend the number of calories you should eat daily according to your height and weight.
There are also plenty of stickies in the losing fat section of the forums that will point you in the right direction for getting rid of some extra body fat. Good luck
