Most U.S jail systems don't have all those fancy weights like you see on tv.
If anyone is interested, a 'anon' spent two years in prison and there are some interesting comments about weightlifting.
Warning - some of the content is quite gory and disturbing.

There is a difference between "jail" and "prison."
"Jail" is for people doing less than 1 year, and for people either awaiting trial or awaiting sentencing.
"Prison" is where people are serving 365 days or more.
That said, in jail or prison, you are not just limited tot he "3 square" meals a day you get. Most prisoners have access to "canteen," where they can buy additional food and other items. Some prisons allow you to even order protein powder.--There are no stupid questions, just stupid people.

--The proper plural form of the Latin adjective biceps is bicipites, a form not in general English use. Instead, biceps is used in both singular and plural (i.e., when referring to both arms). The form bicep [sic], although common even in professional contexts, is considered incorrect. (from Wikipedia)

Im a C/O and have worked state and federal corrections. at the state they were HUGE with no roids. they lifted upwards of 4 hrs a day and ate as much as possible, sometimes tradeing stuff to het eggs meat and peanut butter from other inmates.
at the fed they dont have weights anymore so the guys are more ripped than big. they still improvise weights with water in trash bags inside of pillowcases and such but its not the same.

All you have to do is workout and rest/sleep. Also you are extremely motivated to get jacked because you don't wanna be the weakling. (The guy who gets raped/killed/beaten/etc.)
Exactly. Additionally a lot of prisoners are going to be gambling/trading for food. Roids/drugs are smuggled in. Its not completely unrealistic to assume that protein powder/supplements aren't available also.
I've taken a tour of a local jail and they only allowed cable machines and stuff like that. Basically it was designed so that a weight/barbell/dumbbell couldn't be picked up to bash someones head in. But they were allowed workout equipment/pullup & dip bars and stuff like that.
Some of those dudes were still plenty jacked even with limited equipment.

i was, in another life, locked up twice, fed and state. i never saw any workout equipment, and i never saw a big inmate. fat, yes. big? no. i did workout. and i was the only one i ever saw. 800 pushups a day, 100 handstand pushups a day, and 200 pullups a day.
food was very limited. yes, there was a commissary, but it was expensive, and mostly crap anyway.
there were a few clowns who tried the water in garbage bag thing, but they were largely wasting their time, and the co's would puncture them anyway.
alot of misperceptions in this thread.
