I agree with the guys who say its about proportion. And I think a lot of us think we are smaller than we appear to be to other people.
I think my biceps are getting bigger when I look in the mirror after lifting, but the tape measure doesn't tell me the numbers I want to see (right now 14" - goal is 15.5"). Definition
It is all about the definition. I have seen guys with small but very defined biceps who appear to be bigger than bigger guys with out the definition. I think it has a lot to do with being impressed. A defined smaller bicep, at least for me, is more impressive than a larger undefined bicep.

I had a friend in college a couple of years ago who had the most perfectly shaped, hard-as-a-rock biceps with an incredible peak. I was so envious of them because they just busted out of his skin. No lie, he ripped the sleeve out of a t-shirt doing preacher curls on two different ocassions. I was convinced they were 16.5 to 17 inches.
One day, I brought a tape measurer to the gym and we measured them. They were just below 16 inches. He was about 5'9" and had about 7% bodyfat. He was all muscle, so his biceps just looked bigger. I was at 12 or 13% bf and mine was just at 16".
And I still would rather have his solid, perfectly shaped biceps than my flabby 16 inchers. It's all about quality not quantity, man.

mine are creeping towards 16", but they only look like 14's
like almost everyone has already said, it depends on, well, everything lol. height, bf, bicep shape (insertion etc), joint size, bone size blah blah blah.
well here's a pic of mine anyway. i think they need a lot of work before they'll be what ppl would call 'big'

Why does everyone here talk about their bicep measurements.
You would have to disassemble your arm to measure your biceps.
17" is NOT hte size of your biceps...it is the size of your entire upper arm. This includes two muscle groups and several muslces along with skin and even bone.
To say that you have a 17" bicep when you whole arm is 17" is false.
Everyone understands what you mean...but that still does not make it right.
Quads are treated int he same manner. When people measure their quads, they are actually measuring their entire thigh area which includes the hamstrings too.

guess it depends on how big your ribcage is also. if its tiny then yeah ripped 16 inches are gonna look huge from the side but like arnold said, if you got a big cage then ur gonna need more

I have 17.75" Biceps, but I am not cut so they don't look that big - but I still get compliments (a lot) so I guess it has a lot to do with how *muscular* they are - if they are 20 inches of fat, they would look like **** as opposed to 16 inches of solid muscle. As for me, I'm going to work on cutting some more, and hopefully bulk up a bit to 18"...
