Would you consider this a cheat meal?

It is chicken, rice, black beans, and salsa. Here is the nutrient breakdown.
    Calories 580 cal
    Calories From Fat 150 cal
    Protein 40 g
    Carbs 69 g
    Dietary Fiber 16 g
    Sugar 1 g
    Fat Total 16 g
    Saturated Fat 3.5 g
    Trans Fatty Acids 0 g
    Cholesterol 130 mg
    Vitamin A 20 %DV
    Vitamin C 6 %DV
    Calcium 6 %DV
    Iron 25 %DV
    Potassium 1110 mg
    Sodium 1640 mg

BTW, this meal comes from a restaurant that I eat at with my fiance once or twice a week. She likes to eat out, so we go here because this seems like a fairly healthy meal for a restaurant and it tastes damn good.
    Thanks

If your eating clean and whole foods through out the week than that's ok to have a small cheat meal once a week.

I would eat the meal daily if the sodium content wasn't so high.

To answer your question, this meal would be perfect for bulking/cutting with less sodium.
