I just got a new creatine called storm. It says for best results take 30 minutes before training and 30 minutes after. Should i take it at both times, or are they just telling me to take more so i use it fasteR?

If it is the Universal product, and the bb.com write-up is accurate, once is sufficient. Surprisingly cost-effect product, actually, good pick-up.
