and look small when i am not flexing, and i want sleeve busting arms.

It has to do with low body fat percentage.
I'm pertty sure that at that weight you're going to have low body fat but your arms probably aren't that big. So when you flex, the definition become obvious, and definiton/low bodyfat always = the appearance of having more size."A journey of a thousand miles begins with a single step."
