what happens when you up your carbs to around 50-75 a day. I want to add some muscle but still keep my carbs low. Will I still burn body fat if I keep my carbs that low? Or are you only burning fat when you are below those 20 net carbs?

Atkins calls it CCLL critical control level for losing.
Increase weekly (carbs) until you stop losing. Read his book or check out his atkins.com website.
Few people can go as high as 100. You have to be very active and have a very precise diet.
I can't do it. Ive tried. And Im very active too. I guess my body is different. My friend has tried it too. But Ive heard though, that <100g it is possible for most human beings to attain ketosis, through precision in training and nutrition (and supplementation).
Its what ive heard.

if you are a new lifter, you can cut slowly(small deficity) and possibly gain some muscle. if you are intermediate at lifting, you will need at least a slight surplus in calories (theoretically). calories deficit = weight loss; calorie surplus = weight gain.
there was a study done on athletes that showed slight improvement in LBM when sticking to a steady pace of .7% BW loss per week. The second group stuck to a 1.5% loss of BW per week(may have been slightly more/less) mostly kept LMB but lost more BW
