Why don't you want to train till failure? It dosn't matter if you want to bodybuild or not it is always good to do reps till failure
And yes, you can train each muscle more than once per week. In fact, for the majority of the time I'd recommend it over the more common (in bodybuilding) once per week training programs. If you'd like to learn how to set up such a program, HST and DFHT would be good places to start. Reading up on periodization (such as this article: http://www.wannabebig.com/article.php?articleid=49 and this one: http://www.avantlabs.com/page.php?pageID=198&issueID=17 ) would also be a good idea.

Simple:
Once a week-Big volume
Twice-Not too much volume
Three times-Low volume
For example:
Chest once a week-7-10 sets on chest day
Chest twice a week-4-5 sets on chest days
Chest three times a week-2-3 sets on chest days
If you up the number of times you train, decrease the volume, if you up the volume, decrease the times you train.

No, it's not. Do a search in this section for a thread made by Fortified Iron on training to failure, and one of the several longs threads about it in the "workout programs" section, where the posts by John Henry, BigKaz and KaneFan (among others, other than musclemansam and sqweezer) contain lots of info.
