I don't think so. But it's been a long time since I've seen it. I started reading the manga back in like 2003. I only watched part 1 of the anime back then. And just read the manga for part 2.
It had more emotional scenes for sure though. I should probably go back and watch it again someday, it might be better seeing it all at once, instead of just reading and watching it weekly as it comes out.

DBZ has way more content than Naruto (if you count Super, Ball, Z, GT, all the movies).
Naruto has a lot of fillers, but so does Dragonball franchise.
Dragonball franchise suffers this feeling of "knowing" that Goku, Vegeta, Z-Team as a whole always win. And even if they don't, there's dragonballs to revive everyone, so there's no real sense of "loss potential". Naruto for the most part death is permanent. So Naruto might make you feel stronger anticipation and emotion at times.
Naruto is clearly more dark themed compared to Dragonball franchise, especially compared to the Ball and Super series where everything is light hearted and childish humor. GT and Z are darker, Z being the best of the whole franchise IMO, but definitely not dark when compared to Naruto.
Naruto has a better sense of character progression by far. Dragonball franchise the characters don't really grow personality wise much outside of a few characters I could highlight. Goku should've been way more sophisticated, mature, practical, after Frieza saga IMO, instead he is just a child-like doofus for eternity. A lot of characters in Dragonball have no depth, just 1-3 traits and that's it. Roshi is a pervert and historian, Goku is dumb hungry and never gives up, Vegeta is petty pompous and rageful, Gohan is a nerd, Frieza is pompous arrogant and tyrannous, Yamcha is cool, Krillin is cowardly and comical, Yajirobe is hungry cowardly and selfish. And all that the writers do is just play those traits over and over and over and over and over and over and over and... over.
Difficult to compare the two is my point. But if I had to go with my gut, I'd lean on Dragonball, but it could be the nostalgia talking.i7-14700k
