I mean once you pull back the veil fully that's what's going on. But I think there is a constant power game between both sides as well. Nothing is really set in stone so they constantly have to adapt to what the other is doing as well as keeping their masters and their donors and their voters happy.

A 2 party system where neither is dominant and there is constant infighting is good for the uniparty and gives the voters the illusion of a choice and making a difference. But at the end of the day these people still need votes to keep their positions that let them continue to accrue power, wealth, and favors. That's why I usually vote against incumbent candidates in primaries. If candidates are generally equally schitty at least voting out the incumbent prevents him from making a career out of it and becoming more and more powerful and punishes him for being ineffective.
