The best is whichever exercise has least limiting factor.
For example deadlift is kind of stupid because ultimately you're depending on grip strength to determine if you can move heavy weight or not.
Squat, even leg press, make more sense in that regard.The billionaire and the beggar both have 24 hours in a day.

Grab a barbell and overhead squat with it. It really is a full body thing. Not easy at all.

In all seriousness, the OHP thing is more about mass and center of gravity than it is about strength.
The higher above your center of gravity the barbell is, the more stability is needed and the more you benefit from being a bloatlord since your bodyweight stabilizes.
The OHP is as the name states is overhead and requires the most stability. Next would be the squat on the shoulders. The deadlift is below your center of gravity and hangs and stabilizes itself. Even lower is bench or anything seated because the bench or seat is doing all the stabilization work.
