I'll need to watch the video, but in my head cannon -- it's a nest of vipers who all influence things.

Not necessarily completely one, but they all work the system in collusion and take advantage of things to their own benefit. Meaning, the MIC has massive influence, they want perpetual war but probably do not care with whom. Israel wants us at odds with their enemies, dropping bombs on them. In that situation, they both can benefit from it but neither are necessarily 100% in control, but both contribute to this fuked up foreign policy we have where it's Patriotic to hate <<enemy du jour>> and drop bombs all over brown people.

So, you'd have a lot of different entities, all with varying degrees of influence over various people in congress or wherever, which that I think goes all the way up to the top. Usually they work things to not stop on each other's toes and respect the turf of each other's mob, as no mob boss wants an all out war between families. Not while they can all make billions, hundreds of billions and even trillions, just sticking to their own lanes.
