In Rainbow Six Raven Shield there is a planning phase where you strategize the actions of your squad, there is also a observer mode where you kick back and watch your plan unfold.
And in Tom Clancy's EndWar on the sony psp and nintendo ds the game works like chess where you can take your time between actions. I like this game because it has air/land/sea vehicles, it's like a 21st century version of chess.

In Rainbow six raven shield there are a bunch of cheat codes that let you play the game in real time without reflexes such as God mode and invisibility for any specific player.
The God mode and invisibility can be enabled and disabled on any character in the game, I like to keep myself in God mode but have the God mode off for my teammates, this is so I can glide around the map making orders and tactics to my squad without worrying about getting shot or messing up the plan.
