When I babysit a prisoner at the hospital, they don't wear one, I don't wear one, and my partner doesn't wear one. I guess we're in violation, and should face some sort of punishment?

Nah bro. It's nice to show a bit of respect and consideration for sick folks and the staff in hospitals, but it's not compulsory, and certainly not illegal to not do so, so you're all good.

The only people who should wear masks are people with cold/flu symptoms. The masks can be a signal to keep your distance from said persons as much as possible. That's their greatest potential benefit of slowing infections. There's nothing considerate about wearing a mask, unless you're ugly.
