I have been cutting because I wanted to reach a good level to start a bulk, since I had very high body fat. I started doing the All Pro Fierce 5 program at the beginning of January, and I haven't missed a day since. I've also been eating at a deficit, but I'm still gaining strength on my lifts every week. Should I continue like I'm doing it, or should I start lean bulking? Ive attached some pictures of my physique while flexing. Any help would be greatly appreciated.

Yes, I’m probably over 20% body fat and I’ve even fatter when I was younger. I’ve been tracking my calories with MyFitnessPal, aiming to lose 2 pounds a week. There are times when I exceed my daily calorie goal of 1540 calories, but overall, I maintain a weekly deficit. I incorporate cardio and walking into my routine. However, there are weeks when my weight remains unchanged on the scale, leaving me uncertain whether it’s due to muscle gain or not maintaining an adequate calorie deficit.

Honestly, I'd keep shredding down. I think many people who carry extra weight mentally don't understand where a healthy, low-fat base is. That's not a dig at you OP but just a general statement of the majority of individuals today.
I honestly find a lot of guys feel much better being a lean 150/160 than a beefy 200+. They like the attention from the girls, clothes are easier to shop for, their sleep and everything improves, they feel better taking their shirt off, etc. I'd say get to that level, then kind of decide what you want to do with your physique.
Also, if you are finding your weight stalling, try incorporating a crap ton of walking in addition to your normal training and dieting. If your after dinner evenings are usually playing video games, try adding an hour of walking listening to a podcast or something.
