I'm trying to affix this 3' x 8' billboard to a tree about the same size as this one. It's at the entrance to a parking lot for people working at a 1.6 billion dollar construction project. I've tried various methods to affix the sign but it keeps getting knocked off the tree because of the wind.

Personally I'd get a bit of 3*2 or whatever you had and some rope and square lash it to the tree then fix the sign to that timber with some screws. That's quick, easy, solid and you can't be accused of damaging the tree with screws. You may need the 3" (or whatever) not the 2" touching the sign and cut a 1" rectangular notch in the wood to make space for the rope.

Four eye hooks in the back of the sign, two at the top, two at the bottom, placed the same width as the tree. Loop a rope through the eye hooks... around the trunk at the top, down the side, around the trunk at the bottom, up the other side, tie it. Screw a couple of vertical 2x4s to the back if there's not enough meat in the frame to hold the hooks.

i would screw it in at the top and bottom on the front then cut a 2x4 at the length needed and at an angle to then have it hold the sign at the outer edge and do 2 of them per side.
