Hi,
Just wanted to know whether it's possible to train lower leg (below calves), or it's just pretty much bony and shaped genetically?
If I have a leg structure like the guy to the left but want my legs to look like the guy to the right looks. Is it possible to do so, or nature has already decided for me?
I often see guys with skinny legs but big calves. But I want mine to look differently.
If it's possible to do so what exercises can you recommend?

If you'd done even a cursory web search you could've found any number of articles covering the anatomy of the lower leg, such as 9.5: Muscles of the Lower Leg and Foot, and answered this question for yourself.
The guy on the right is just plain bigger, overall, than the guy on the left--who is actually rather skinny.

Below the calves it's basically just tendons then your feet. But you can train the front of your lower leg by putting a kettle bell handle over your foot, sitting on a high seat then flexing it up. I forget the actual muscle but making it stronger is good for stability in exercises like the lunges or squats, also helps with knee pain.
