Not familiar with Maine law, but in Texas it's illegal to carry in a place that derives over 50% of their revenue from alcohol. It's entirely possible that the "good guys" were legally prohibited from having a gun.

Yes and no.

Overall gun deaths are down, and far lower than in the 90's, for example. What is up are mass shootings, which get more press, and scare people more: in the 90's it was gang violence, and if you stayed away from trouble, it stayed away from you, whereas mass shooters are way more indescriminate. So while total gun deaths are lower, far is higher due to the above, coupled with the media amplifying things far more than in the past.
