Well, my BiL is mexican and has property in Tj. His family snuck him into California in the 80's, but thanks to Reagan his family was given amnesty.

Living in San Diego i'm about a 35 minute drive to the border. You don't need papers to get into Mexico (just coming back) so thats my Plan-B. My spanish isn't perfect but i'm good enough to order from a restaurant ask for directions and hold simple conversations so thats all I really need. There are BoA ATM's everywhere so the first thing I'd do is empty me checking and saving account and open up a Banco Azteca account using my BiL's address so I can get Mexico credit and debit cards. (just in case the US government wants to cut off access to my US based cards). Cost of living is dirt cheap. Every USD is about 20pesos and your average grocery bill (meat eggs produce in a filled to the brim shopping cart is only about 500pesos (or about $30).
