Many of these habits started from a trip to the Doctors office with a (pain) or a similar condition and were prescribed opiates.
Also... many of the people there and other spots all around the Country have mental issues and prefer the lifestyle of the streets...

I hear you. You are saying them addicts kind of not very guilty, you know, society, this and that. With drug addicts there is always something. With mental issues it is never clear which one was the cause or effect. I know many people who were prescribed opiates as pain management, and went through a hardship of abstinence after. Years went by and not one of them ever considered recreational use.

Oxycodone as an example. These addicts then drive the demand, but the imports are absolutely a symptom of the problem, not the cause.

ETA: As long as the demand for potent opioids is high enough, ******** will make its way into the system. Drug issues need to be fixed from the demand side because addicts do not care about market prices from lower supply.
