Let me make it simple: Russia has more industrial capacity to develops weapons for this war than the West.
Western countries may have industrial capacity but it does not mean it can / will be allocated for this conflict.
It's not just the capacity; it is how easily that capacity can be diverted to a war effort and even more importantly can/will it.
The UK has a lot of Pharma. This could potentially be used to make aammunition; however they are already at capacity making drugs. It's likely they are stretched for capacity already. Were it to be re-allocatted then there'd be a shortage of drugs.

Sanctions aren't meant to win the war though, they're meant to make it harder and harder to keep it going.
Complicate the supply chains, raising costs and manpower. Suboptimal technology makes Russia's weaponry less efficient. Reduce their income from foreign sources. Sanctions put everything about Russia on the downtrend whilst the war goes on.
Look at their national debt, military equipment, currency several years into the conflict, not public opinion right now.
