We have to consider everything from the ideas to the application. It's been said here a few times, this is one of the reasons Marxists and the fascists hate the Austrians; praxeology is fundamental in an analysis of a society and its leaders. Its not just what they said, but what they did too.

I made and entire thread on this topic. Examples of what Franco and Mussolini said and did. For example, Mussolini campaign on the minimum wage laws and heavy taxes on profits. He Also wanted state control over the means of production, because he realized that at least half of the country either wasn't on board or they wouldn't live up to his standards.

It's just one of a few examples of the ideas versus reality. Fascism from the economic perspective can be summed up very easily; absolute an arbitrary control over the means of production. The reason can be anything. This is how you make the distinction of what it is. You filter out the BS ideology, and you look at how it manifest in the world.
